(C&C) is a financial firm specializing in tax compliance and payrolling services for professional contractors engaged directly by the client without the use of an agency.In addition, we will screen all current contractor suppliers for tax compliance and provide usage reports on all professional temporary services.
C & C's Passthru® Program solves tax compliance issues surrounding the use of contractors and provides efficient and cost-effective payrolling of temporary professional personnel. We have:

EMPLOYER OF RECORD
For those independent contractors who prefer or need to do contracts as W-2 employees, we can act as the Employer of Record. Our direct deposit payroll (every two weeks) gives immediate access to compensation and eliminates postal delays.After the first sixty days of employment, we offer the following benefits:

Kaiser Permanente 10+ Health Insurance Plan (We are looking into a nationwide insurer as a second option.)
C&C pays one half of the contractor's monthly premium. The remainder of the premium is deducted pre-tax from the contractor's paycheck, a benefit under the Section 125 Cafeteria Plan.- 401(k) retirement plan with a wide range of investment options
The plans are set up for an easy rollover to a self-managed IRA account, convenient for contractors. All investment information is posted in the C&C website, with links to fund information and fund websites.- Dependent Care Reimbursement Accounts (DCRA)
This plan allows consultants to make pre-tax payroll deductions, according to the Section 125 Cafeteria Plan, to cover dependent care expenses.- Medical Reimbursement Allowance (MRA)
This plan allows consultants to make pre-tax payroll deductions, according to the Section 125 Cafeteria Plan, to cover dependent care expenses.

AGENCY OF RECORD
When the representation and billing for independent contractors needs to be processed through a Third Party, C&C will act as the Agency of Record and provide the following:
- Document for tax compliance.
- Bill for the contractor net 30 days.
- Group multiple billings on one invoice.
- Provide customized reports upon request for usage.
- Eliminate the problems of multiple contractors contacting AP to follow up on payment of their invoices.
PRIME AGENCY OF RECORD
Chancellor can also act as the prime Agency of Record for all suppliers of professional temporary contract labor services. The possible tax classifications are independent contractor (incorporated or sole proprietorship) and temporary employee (W-2). All results are documented.
